Urbanism, Land Management and Territorial Development Case Study: Concepción de Ataco, El Salvador

Abstract

This article is an abstract of the research named Plan for Land Management and Territorial Development for Concepción de Ataco. In the first stage of diagnosis of the territory, there were determined the general characteristics and the unique factors of the urban municipal territory. Then there were established the municipal vision and mission with a minimum prospective of five years. The diagnosis permitted the definition of which agents with the power of decision-taking and influence in the municipality would be; the result of this stage was the mapping of relevant actors. From this information, there was carried a FODA analysis with the intention of identifying positive and negative, internal and external, present and upcoming variables. This stage of construction of scenarios provided as a result a mapping of variables.

In the stage of planning proposal in the intervention of PODT, there were formulated the strategic variables, FODA, the competitive advantages to determine and delimit the implementation of the programs and plan projects. To do so, there was designed a proposal for institutional arrangements, and finally, there was presented a portfolio of projects of development and arrangement of the territory enclosing the following aspects: institutional, social, economic, and environmental; supported by a series of strategic maps.
