Labor Integration Mechanisms for Persons with Disabilities in the Department of Santa Ana

Abstract

In El Salvador, persons with disabilities face discriminatory and vulnerable situations, which leads to frequent violations of their rights, including the specific case of the right to work. This implies difficulties in accessing decent and paid employment. The right to work, as part of social rights, is regulated under Article 37 of the Constitution, which establishes the State’s obligation to promote employment opportunities for persons with physical, mental, or social disabilities. Strict compliance with this constitutional norm can ensure that persons with disabilities have access to jobs that take into account their abilities and aptitudes, with the purpose of improving their quality of life.

This research was carried out in the department of Santa Ana, based on available documentary information and interviews conducted with different stakeholders, such as the Ministry of Labor and Social Welfare, the Western Regional Office, the Western Comprehensive Rehabilitation Center, and the National Institute of Public Employees’ Pensions, among others. Its main purpose was to determine the existence of labor integration mechanisms for persons with disabilities and describe their implementation.

It was found that public and private institutions, through coordinated support mechanisms and reciprocal cooperation, make efforts to promote the inclusion of persons with disabilities in the workforce. Although not exhaustive, these efforts ensure to some extent access to decent employment in accordance with their capabilities. There are also measures that promote and strengthen, on equitable and fair bases, the development of this vulnerable population sector.
